FUNDAMENTAL ACCESS TO INDIVIDUAL WATER RESOURCES
   
Rocky Mountain/Kelly Lake Cree Nation State is unique in the global inventory of consecutively settled sovereign Peoples [CSSP]; and, fundamental to their governance is water resources management. Two Turtles Islands is the historical reference to North - Central - South America. Canada is the accredited geographic title for the customary lands that include the RM-KL Cree Peoples as a non-conquered; non-acquiesced, non-abandoned body politic. Canoe Peoples refers to these CSSP.

Within these CSSP Rocky Mountain / Kelly Lake Cree Nation [hereafter, RM-KL Cree] 10 million acre territories are the BC Hydro reservoir that feeds the Bennett Dam Facilities. The Williston Reservoir is the seventh largest facility in the world; holding 74 trillion litres of water [60 million acre feet]. BC Hydro produces 10% of Canada's 100-K Mega Watts of electric energy [this is 10% of North American grid production: 1-Million Mwe]. The Tsay Keh Dene Nation Peoples [Sekani] were deprived of their territory [see also, Beaver Tribe] to accommodate this BC Hydro Reservoir. The BC Hydro Site-C is now the FPIC keystone in these matters of the Rights of the Child; which have evolved through the League of Nations; and, into the modern era UN Convention On The Rights Of The Child and The Declaration On The Rights Of Indigenous Peoples. Note: A child from the Beaver Nation State [evicted during the Williston Reservoir construction] has now initiated a Class Action for compensation based upon EIIR Unjust Enrichment. The Airey versus Ireland international case law will be tested before the OIP Court.
